Qatar Cabinet approves draft law regulating real estate coding and trading

Qatar’s Council of Ministers, chaired by HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, held its regular meeting at the Amiri Diwan, reviewing preparations for the upcoming academic year and approving several legislative and administrative initiatives.

Following the meeting, HE Ibrahim bin Ali Al-Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, outlined the key decisions and discussions.

Cabinet Reviews Preparations for 2026-2027 Academic Year

At the beginning of the meeting, the Cabinet reviewed the Ministry of Education and Higher Education’s preparations for the 2026-2027 academic year.The Council commended the progress made across Qatar’s education sector, particularly the expansion of schools in densely populated areas. The new schools are being developed according to modern international standards and are intended to meet growing educational demand as student numbers continue to increase.

The Cabinet also praised efforts to improve the performance and efficiency of teachers and other educational staff, while continuing to update curricula and strengthen the quality of education in line with scientific and technological developments.

Education Sector Aligned With Qatar National Vision 2030

The Council expressed its wishes for a successful and safe new academic year, highlighting the importance of providing students with a stimulating, integrated and secure learning environment.

The education sector’s continued development is expected to support the objectives of Qatar’s Third National Development Strategy and contribute to the goals of Qatar National Vision 2030.

Cabinet Approves Draft Law on Real Estate Coding

The Cabinet also approved a draft law regulating real estate coding and the trading of real estate codes, along with its draft executive regulations.

The legislation was prepared by the Ministry of Justice in cooperation with the Ministry of Municipality, Qatar Central Bank, Qatar Financial Markets Authority and the General Authority for Regulating the Real Estate Sector.

The proposed framework aims to diversify real estate products, attract investment and create new opportunities for investors.

New Framework to Strengthen Real Estate Transactions

Under the proposed law, the nature of real estate codes and the rights of their owners will be defined, while rules governing their trading will be established.

The codes will also be directly linked to the real estate registration system, with the aim of improving the security and reliability of transactions and strengthening investor protection.

The initiative is intended to promote transparency and integrity in Qatar’s real estate market while balancing innovation with effective risk management.

The Cabinet decided to publish the draft law on the Sharek platform of the Civil Service and Government Development Bureau for 10 days to gather public feedback before it moves to the legislative review stage.

Official Gazette System to Be Updated

The Council also approved an update to Qatar’s Official Gazette system, including a draft law amending certain provisions of Law No. 12 of 2016 concerning the Official Gazette.

A draft decision by the Minister of Justice will also regulate the electronic publication of the Official Gazette and related services.

The measures were prepared by the Ministry of Justice in coordination with the Supreme Judicial Council and the General Secretariat of the Council of Ministers.

Move Towards Fully Digital Legal Publication

The updated system will complete the legal framework for operating an independent Official Gazette website.

The digital platform is expected to provide authoritative and immediate publication, alongside search, notification and verification services. Open data will also be made available to improve access to official legal information.

The initiative forms part of Qatar’s efforts to modernise the legal sector, enhance judicial services and expand the use of technology in government services.

Cabinet Approves Document Management Proposal

The Cabinet approved a proposal to regulate responsibilities related to the management and preservation of official documents across relevant government authorities.

Prepared by the Qatar National Archives in coordination with the Civil Service and Government Development Bureau, the proposal aims to introduce internationally recognised practices for document governance.

It includes establishing specialised organisational units responsible for managing paper and electronic records, preserving documentary heritage and providing technical support to administrative departments.

Qatar and Kuwait to Strengthen Financial Cooperation

The Council also approved a draft memorandum of understanding on financial cooperation between the governments of Qatar and Kuwait.

In addition, it approved a draft amendment to the memorandum of understanding between Arab states that are members of the Middle East and North Africa Financial Action Task Force, focused on combating money laundering and terrorist financing.

The measures are expected to support stronger financial cooperation and regulatory coordination between participating countries.

Cabinet Reviews Reports on International Participation

The meeting concluded with a review of four reports covering Qatar’s participation in regional and international meetings.

These included the Qatar Financial Markets Authority’s Grievance Committee report for the period from July 1 to December 31, 2025, as well as a report on participation in the Fifth Ministerial Conference “No Money for Terrorism” and meetings involving G7 and GCC finance ministers in Paris in May 2026.

The Cabinet also reviewed Qatar’s participation in the Seventh Joint Committee meeting on labour cooperation between Qatar and Bangladesh in Dhaka in May 2026, and the country’s participation in the 79th World Health Assembly in Geneva during the same month.

The Council took the appropriate decisions regarding all four reports.
